The Stephen A. Douglas Association was founded in 1975. It was because Richard J. Daley, mayor of Chicago from 1955-1976 admired the Little Giant that it came into existence. There is much to commend in the accomplishments of Senator Douglas. His public career extended from 1835, when he was elected to the position of state's attorney by the Illinois legislature, to his death in 1861, while serving as a United States senator.

The Practice of state-owned historic sites began in 1865 when the state of Illinois purchased the grave of Stephen A. Douglas. Senator Douglas had been buried on is Chicago estate, Oakenwald, after his death on June 3, 1861; the following October a group of his friends and associates organized the Douglas Monument Association. Sculptor Leonard W. Volk, a relative of Douglas by marriage, presented a plan for an eighteen-member board of trustees and served as the Association's secretary.

Known as the "Little Giant", Stephen A. Douglas served as a United States senator from 1847 until his death in 1861. Douglas is most commonly thought of for his role in the Lincoln-Douglas Debates, but his contributions to his country and his state extend far beyond that.
